Proof Sets Prior to 1858

Perhaps I am missing something, but I do not notice any categories for Proof Sets prior to 1858 for the registry. Is this something that can be added? or does NGC not allow collectors to start proof sets prior to 1858?

 

Any information would be appreciated.
