Hello,

When did NGC start the star program and with which model holder. It appears to be a question on the forum but all are just guessing. Your help would be appreciated.

Thank you for the question. The Star designation was first used in 2001 although I'm not sure the exact month (I think mid-to-late 2001).

That's correct. Star and Plus designations are used only for US coins. There are no immediate plans to expand these to World coins.
