Interesting Phenomenon w/ NGC Grading

Maybe theirs a simple answer...

 

Given the following NGC invoice (3540901), there are 89 coins on this invoice.

 

Using NGC's certification tool, i just spot checked about 30 of them, and every coin has the same grade, MS-64.

 

This is not the first time I have noticed this phenomenon.

 

How can every coin on the same invoice have the exact same grade?

Bulk Submission

MS64 will have 1 invoice number and MS65 would have another invoice #.

This is just the way NGC handles the bulk submission process.

And/or, it was a submission with a minimum grade of MS64.
