coin covers in the registry?

I know the graded coin covers don't include the same guarantee as the individually slabbed holders (presumably because the government packaging will tone the coins over time), but are those coins usable in the registry? There is no population or NumisMedia data available for the coin cover coins I looked up, so I'm assuming "no", but wanted to ask anyway.
