The answer is:

 

NGC XF-40!

 

Michael had the closest guess, but to be honest, I'd give it a VF-30 myself. I think the surfaces actually are original, but the design elements are curiously rubbed, and I wonder if was stored in an EAC 2x2 for awhile, jiggling around and losing a little patina on the high points.
