Souvenir Sets from 1983?

Thank for your question.

 

The U.S. Mint did not issue official mint sets in the 1982 and 1983, but they created souvenir sets to be sold in the mint gift shop. These sets used regular circulation issue coins (as opposed to specially produced SMS coins) and so your coins would be graded MS, not SMS.
