16th century 8R cobs

Were these coins cast or stamped. Should there be evidence of double dies on these? I have a friend that just bought 3 (2-1739, 1-1729). I wanna make sure he didnt get ripped off.

If you are talking about what I think you are, they were hammered. Quite often they were hammered more than one time, or devices were reengraved. Double images are expected.

Hand struck as Physic said. There would not be "doubled dies" as we know them since that requires hubbing of the dies. The dies for those coins were hand punched or engraved with frequent repunching or reengraving. And often if the coiner didn't strike the coin hard enough he would put the die back on it and hit it again. So again like physics said coins showing doubling are not that unusual.
