Modern Silver proof sets

With the exception of 1999, are the modern silver proof sets worth essentially silver value, or is there a premium above and beyond melt for any of them?

I Think the 93 and the 94 have a higher value. One site I know sells Proofs for about $86.00 right now because of silver prices. I think he sells his sets for a little over $2000.00.
