Why do You Allow Same Year Silver/Clad Proof Sets to use The Lincoln & Jefferson

It seems unfair to allow same year Proof Sets use the same Lincoln & jefferson in both sets. PCGS overcomes this by combining the Silver/Clad into one set. This will stop unfair duplication, as the Lincoln & Jefferson will be counted only once!! 893frustrated.gif Or just allow the Lincoln and Jefferson in the Same Year Clad Set only. If someone owns these coins in PF70UC, then most likely will be #1 in both Clad and Silver. Very, Very unfair and really meaningless when looking @ sets that use duplicates.

You have a valid point, and the sets likely will combined in the future. It's just a matter of priorities right now.
