improperly cleaned coins

Hi, I had sent in a quarter eagle Indian head in to ngc to be graded and it came back as UNC DETAILS improperly cleaned, if i was to sent this in to ncs and have them clean this coin and after thay clean it and sent it to ngc to have it regraded, will it still come back UNC DETAILS properly cleaned. Once a coin has been improperly cleaned, surface metal has been irreversibly removed. Conservation can not restore the metal that has been removed. A coin that has been improperly cleaned can be conserved to remove residues or undesirable toning but in the end the coin will remain improperly cleaned.
