High chances are it is MS68 or MS69. Going off that photo I would say no.

I'd guess it has about a 1% chance of being 70, 50% chance of 69, and 49% chance of 68.

It would be very difficult to determine if it would grade 70 from almost any photo. You would have to examine it under a good light with a loupe. Even a nick or two the size of a pinprick could prevent it from grading 70.
