To me it looks like it was struck on a defective planchet much like a double lamination between the layers, the reverse was maybe peeled back during ejection.

 

Just a thought.

I'm not certain from those pictures, but I think I'll go with post mint. I'm suspicious that whatever is going on involves both sides of the coin. It also likes like the area involved extends past the collar, even though the coin involved a normal strike, which is what raises alarms with me.
