It is not entirely uncommon to find coins with residues including PVC on the surface of proof coins housed in original mint packaging. Original mint packaging is not always air tight allowing environmental chemicals to form these hazing residues.

 

The conservation service at NCS has had success in the past removing hazy residues from 1950's and 1960's proof coins as well as later issues.
