Question about registry set updating

I am new at this and this is my first time so please look over me. My question is why does the registry update it self when someone views it? I have noticed when you click into someones registry set it will update. Not all of them will but some. And also why does it always the page always go back to the 1st page? I hope this makes since.

O.K. Let me see if I can be a little more clear. If you go to the Custom sets in the registry and you click on to view someones set. Then the date that says Last Modified will change to todays date when you click back out of that set and refresh. Rather it is your set or not. So it shows that the set was updated. It just started doing that when NGC updated to the new program. Is it supposed to do that?
