Can anyone submit a coin under the grade guarantee even if not a paying member? I buddy that is not a member that has two coins that I also think by looking at them have a inferior grade on both.. thanks..

Collectors Society members can only submit their own coins. Your friend may want to his coins submitted by an authorized NGC dealer.
