Grading system for MS coins

Can you explain to me on how NGC grade all MS coins? Do you start off at MS 70 and deduct points for flaws and blemishes? For an example at MS70 and there are a total of 10 bag marks and a couple of blemishes and it has the original color, what would this coin be graded? Just a little curious of your system of grading and any info would very much appreciated.
