I cannot seem to find any information on this item, I know I have found articles about this Medal in the past. Can someone help?

Look in "A Guide book of Peace Dollars" from Whitman Publishing LLC (2008). There is a section on counterstruck Peace dollars. Numismatist Mel Wacks came up with these and others imitated.

There are several Mel Wacks counterstamps on Peace dollars and Ike dollars, too, if I recall correctly. He even sells items on ebay with his counterstamps on them.
