Ok.... rookie question here but the registry scoring of certain coins seems counter-intuitive.

For example why would a 1979 SBA Narrow Rim PF68 receive a score of 2537, yet the same coin with a grade of PF69 receive a score of 1004? The superior grade receives a penalty?

 

I apologize in advance if this answer is already posted elsewhere, I look without success.
