Can NCS remove black residue

I have NGC graded coins Liberty Double Eagle 1879-1880 "S". And all of them have the same problem - some black residue which looks like soot.

When you view a coin at a 90 degree angle it is not visible, but once you tilt the coin slightly, then it is all over it - in Liberty's hair, on her chin, neck, all over - it appears as multiple small black lines.

Could somebody advise what this residue is (it seems that it is a common problem with these dates and mint?) and whether it can be removed by NCS or otherwise without damaging the coin, of course.
