1993 S or W Madison Bill of Rights - silver or clad?

I recently purchased a 1993-S Madison/Bill of Rights Half-Dollar which the seller described as silver. The Official Red Book of US Commemorative Coins says that this is a clad coin. Several other sources including Swiatek and Numismaster.com state that this is one of two Modern silver half-dollars. Can you tell me who is correct? Are all S (proof) and W (unc.) half dollars made of silver?
