have been ab Jefferson Nickel Full steps

HI, I realize that several questions have been asked about the full steps on the Jefferson Nickel. I understand how they are counted and all but one thing bothers me and has not been covered that I know of, (Does the bases of the pillars have to be present to qualify for the full steps?) I would think so, as it is the first step, Or last as you look at it. I find that people just do not know about all the criteria of these types, and really upset when you tell them that the nickel has a bridge or something and is not one. I would appreciate any answer, Kelly

The base would have to be present for a coin to be labeled 6FS (six full steps) but not for 5FS.
