Technically, it's a VF20, but nothing special, so I would be tempted to say F-15 because of the weak obverse features and tiny scratches. ANACS' opionion of this coin in the 1980s, 90s, 00s, or today means nothing; they were NEVER consistent on Early US.

F-12 overall. Sharpness is a little better, but the surface irregularities require a bit of downgrade.

currently with how tough ngc is i could see this in an ngc net graded fine holder OR NEW WHITE vf details holder ;;;50/50 either way

VF-20 minus. The coin probably qualifies for the grade, but the obverse is weak. The trouble coins of this type that grade Fine are usually quite ugly.
