I was thinking the same... proof that is. Looks like there's some sort of lacquer on the obverse especially. I believe this was a common practice on early proofs which again leads me to believe this is a proof. Unfortunately I see a lot of hairlines. Even if the lacquer or whatever the substance is were to be removed, I believe it would at best grade a 63. Unfortunately the prices aren't that great unless they are gem, even though they have very low mintages.
