Can this Gold Coast pattern grade by NGC?

Hello:

This is a copper-gilt pattern for Gold Coast.But for this gilt,in the edge,it has a small round area without gold called"test point"()So my question is:Can this coin grade by NGC o it can only be grade by NCS.And if it can only be grade by NCS,how can I send?

Regardless of the reason for that test point, it would be considered a damaged coin by NGC. Beginning September 1, it would receive a non-numeric, NGC Details Grade.
