John R. Sinnock 1945?

 

That's if the above guesses were correct.

 

My first thought was an original mock-up of the FDR dime in 1945. So I agree with with Coindude!

 

I wasn't sure if it was Roosevelt or Bill Clinton.

 

It does appear to look a little like Bill in full rut.

Sorry guys, I don't see Slick Willy in this.

The answer is:

Jo Davidson. 1944. First sketch for the final Roosevelt Inaugural medal.

 

Sure does look a lot like Sinnock's dime, though.

My guess would be John Sinnock, sometime after April of 1945 to the fall of 1945. I'd have to look up the date when Congress approved the Roosevelt dime to get more specific.
