I was told that NGC will sometimes slab coins with problems if they are very rare.

 

How rare do they have to be in order for a problem coin to get into a NGC slab?

NGC will not holder problem coins, regardless of rarity. Such coins should be submitted to NCS for grading/encapsulation. If their surfaces are suitable for NGC grading, the coins will be moved to NGC automatically.
