From what I can see I believe it is post mint damage that occured somehow between the striking and the edge lettering. The reeding is coarse and uneven but does appear to have taken place before the lettering. But it is not crushed to the extent it would be if the reeds were present before the striking.

Funky looking "reeding" at best.

Better yet, it does not even appear to be "reeding" as much as it appears to be vertical lines scratched (or pressed) into the edge. I would like to see a full view of the edge which can be taken using the reflector in a flashlight. Maybe Ken doesn't know this technique.

I would also be highly skeptical of this coin simply because the reeding is applied at strike time via the collar and, if this were US Mint reeding, the reeds would be much finer and closer together.

But, thats just my opinion.
