How and when did the Inverted Back Type II error come about for small size?

The inverted back comes about when a sheet of currency is rotated 180 degrees before entering the process for printing the back of the note.

 

This first happened in 1934?

ANSWER:

 

On the 1981-A series, the BEP began trimming the top selvage before the second printing
