I assume you are talking about the area on the obverse by the chin. SOMETHING is going on there...but I sure don't know what it is.

I don't think it is a clash, and there is also evidence of the overstrike above the bust. On the reverse it looks like there may be traces between the crown and the shield, and between the chain and the FE of FELIX. Seen in hand there may be even more traces.
