Well this coin doesn't look MS to me. Too much wear on the breast that doesn't look like strike, looks like wear on the cotton balls and also some on the cap. My first gut feeling was AU50. Can't tell on the color tho'.

Orleans Morgan’s were softly struck especially in the breast area.

The coin is probably MS . As for the coin it looks dull but then maybe that is the picture.

I am not going to guess about the toning.
