Is this a real error US Philippines error?

I have no idea about it because I do not know US and US Philippines' coins too much.I do not think it is a real one,I think it is a counterfeit.

The reverse looks real, I'm not sure about the mintmark, seems to be larger than the ones on my philipino coins, at least to my recollection as I'm not at home. Pics of the obverse please.

Yes that is a real error. I believe its called a partial collar strike or a tilted collar strike. I have no idea of its scarcity or value.
