What you have are coins that have PVC contamination on their surfaces. You might consider Numismatic Conservation Service for an evaluation of the damage and if it can be removed successfully. Acetone will work to clean off the residue, but if the coin has been in contact with PVC for long enough, it will have already sustained permanent damage, even deep pitting. If you try acetone, be aware that it is extremely flammable.
