Conserving a coin that was marked "improperly cleaned"

Provided that a coin, previously maked "cleaned, cleaned obverse or reverse or improperly cleaned" could be conserved, would sending it through NCS then enable the coin to be graded by NGC without a similar rejection by NGC?

A coin that has been determined to be "improperly cleaned" could have any residues or undesirable toning removed through professional conservation. The coin, however, would more than likely remain "improperly cleaned." Once a coin has been improperly cleaned surface metal has been irreversibly removed in a damaging way and professional conservation would not be able to restore this.
