Jefferson Nickel Full Steps FS Designation

Would like to know what NGC's definition or discription of the term full steps designiation for Jefferson nickels for both the 1938 reverse and the 1940 reverse.

 

Is five steps the minimum number used when the coin is certified and graded FS?

 

Can you provide a photo images of a full step (FS) example for a '38' and '40' reverse?

Prior to its adoption of the 5FS and 6FS designations, NGC used simply FS. We defined this as six full steps, so all existing FS-designated coins were automatically revised to 6FS in our census, though old labels will still read simply FS. These may be updated to 6FS by submitting them for Reholder service at $5 per coin.
