Is my 70 only a 69?

I just added a silver New Hampshire to my collection of "W" designated quarters.

The label says PF 70 W ULTRA CAMEO. It is serial # 133090-003. I also put a photo of the obverse in the slot for it. It came up with a PF 69 grade?

I checked with the drop down certification, and it too, says PF 69.

How do I find out what it really is? I paid a 70 price.
