2003 Arkansas Quarter

Got three of the new Arkansas 25c in change yesterday and found these "differences" on two of them. Anyone have an idea?

 

This first one looks like a double strike on the last S of Arkansas.

This second one looks like a strike flaw. A "ray" of slightly raised metal emanating from Washingtons nose.
