Does a retail buyer of Silver Eagles Proofs from the US Mint have an equal chance of receiving a PF 70 coin as anybody else? or are they picked clean in the sorting process?

The packaging and shipping of U. S. Mint products is random, so everyone has an equal chance of receiving a coin that may grade 70.
