Ike Dollar Spots on Proofs?

Newbie question here...

 

Why does NGC/PCGS give PR 68 DCAM grades to Ike dollars with spots? Seems like the coins should not get such a high grade.

I agree. That's why I would never buy them.

 

A lot of Ike Proof dollars are prone to "ring toning." I'm not big on that either, but sure beats spots. Spots are what usually pull down the grade on Proof Buffalo nickels and other older copper-nickel coins, NOT MARKS. I don't know why Ike Dollars get a pass on that.
