Half Dollar Type Set issue

In the half dollar type set, why does the entry for capped bust, reeded edge, half dol. appear at the top of the list instead of where it should be chronologically?

 

Also, has anyone considered adding a slot for commemorative halves? Maybe one slot for a classic, and one slot for a modern commem. half.
