I saw nothing in that video to indicate that he is a numismatist. Not even that he is a collector. Just that he has received gifts and kept them.

From Merriam-Webster:

numismatics: the study or collection of coins, tokens, and paper money and sometimes related objects (as medals)

 

Not only did he know and understand Challenge Coins, but he proved he is a collector. A collector does not have to have the knowledge of Q. David Bowers to be a numismatist. Being educated in one are is sufficient.
