Is this a Mint Error coin?

I recently purchased a 2006-P Franklin Scientist $1, PF70 UCAM. It has been certified by NGC (1536535-013). Looking closely at it, the reverse of the coin appears to be rotated about 5-10 degrees clockwise from where it should be.

 

Does this make it a Mint Error Coin?

It is a very minor error, one that is not significant enough that NGC will note it on the label. Rotations of about 90 degrees or more will qualify as Mint Errors.
