This was done at the request of the submitter. NGC will sometimes certify quantities of similar coins in this manner for submitters who want to market them outside of conventional numismatic channels to persons who won't understand numeric grading. You'll sometimes see NGC-certified Morgan and Peace Dollars with similar, non-numeric grading.
