I am interested in buying a mint sealed box of 2006 20th Anniversary American Silver Eagles for submission to NGC to receive the 20th Anniversary special designation.

 

I have been told by the person selling the box that the NGC will only accept the mint sealed box if all of the edges are sealed with tamper resistant paper tape (registered mail). I was also informed that the use of clear tape is not acceptable. So, basically all of the packages sent FedEx and DHL are worthless for the special designation.

 

Is this correct?
