This coin was in a MS69 Holder (NGC)

I am not sure its a print .. its almost a scrape under magnification

The image makes it look as though there was some oil from a finger deposited on the coin, but that is simply a guess.

That looks like the typical grease clouding that plagues modern commem and bullion issues. Usually something like that will prevent an MS69, but often the grease turnes color after the coin is graded.

Correct it turns darker as I have returned a few with that malady.

This as you see is not dark ??
