How Die Scratches Effect the Final NGC Grade?

I recently found a few nice 1965-P Lincoln Cents in a old banked wrapped roll. They are full strikes, nice luster & color and very few marks. All things equal, I would guest that NGC would grade MS66. However, some of them have a lot of die scratches. You don't notice them with your naked eye but are very obvious under magnification.

 

How does NGC judge the effect on grade (if any) of die scratches transferred to the coin ??
