Is This 1965 Cent a Weak Strike or a Mint Error??

Hi,

 

I recently found this penny in a nice original bank roll from 1965. All the cents are very nice & clean and BU.

 

Do you think that this particular cent is an error or just a weak strike?? It is a clean BU coin and well struck on the Obv. & Rev. except for the major area of the face -- it's flat with little or no detail?

 

Any information to help identify?

I don't see how a weak strike could cause such a giant, second, Lincoln head to grow out of the first one--definately an error, inbred or nuclear spill....
