Sample MS-60 Peace Dollar NGC slab

Can you give me the history of this NGC slab?

I just purchased it and wanted to find out the entire history behind what appears to be a fairly scarce NGC sample slab. When were these slabbed and were these introductory slabs handed out to dealers in the first year NGC went into business to obtain more dealer-submitters?

 

The more history and background, the better. Also do the numbers on the slab have any significance?

That sample appears to be from the early 90s. So far as I know, NGC never gave out sample slabs with actual silver dollars in them, so this was probably done on behalf of one of our dealers. The number on it works the same as a regular ID number, but the grade doesn't actually appear in the database, since it was entered into a dummy data field used solely for samples and promotional slabs.
