This arrived today. I posted on the other board wondering if it could be a proof due to the cameo effect it has. Concensus is MS. Thought i'd post it here as well.

It is not a Proof. Ms. Liberty's head and the wreath are struck too weakly for that.

 

Here is a Proof half dime from the same era you can use as a comparison. This coin is an NGC PR-66.

Pretty coin, but like Bill and Shane, I don't believe it is a proof.

 

If I had to guess it is a prooflike business strike caused by a relatively freshly-polished die giving the resulting coins more "flash" than "sparkle".
