First Day of Mintage Business Strike Coins in the Registry

Shouldn't a First Day of Mintage "business strike" coin be allowed to fill a "business strike" slot in the Statehood Quarters 1999-Date registry?

 

NGC says no.

NO....ngc already has a State Quarter First Day of Mintage Set.

NGC has offered to change the label if I send the coin in for reholder service, and then it could be listed in my registry set. However, that seems redundant when the coin has already been graded as MS business strike. I have no interest in starting a First Day of Mintage Set. Why not simply allow this business strike coin to occupy a business strike slot?

Just to follow up... The 1999 coins listed in my "Statehood Quarters 1999-Date" set are ALSO listed in my "1999 Mint Set", so a coin CAN be in more than one set.

 

 

A business strike coin is a business strike coin, isn't it?
