Maroon Set Signature Banners - How long has it been like this?

I've known for a while that #1 ranked sets got the little Maroon stripes below their signatures. I didn't know that #2 and #3 sets also got them. Is this how it's always been down or was it originally exclusive to the #1s?

The Signature banners display ‘An NGC Top Ranking Set’ for the top 3 sets in each category.
